White House executive orders sit between agency rules and legislation: fast to implement, but explicitly exposed to political-cycle reversal. Traders sizing positions around regulatory events should map the instrument type first, then set a corresponding maximum holding period, shorter for agency guidance, longer for enacted legislation.
